Studies have proven that the dental decay and cavities have become almost unknown among major sections of our school children and rarely do children miss school because of dental problems. This is mainly due the increased awareness of dental diseases and also the spread of dental insurance. But it is also a fact that there is a section of the population which is untouched by dental insurance cover. They are too poor to afford dental cover. This is the section that the legislation is aiming at. According to Dingell this figure is as high as 5 million children.
